Section 28: Establishment of a pool of dock workers

(1) There is hereby established a pool for dock workers (in this Act referred to as "the pool ") outside the port which shall be a central reserve consisting of the following, that is
(a) permanent skilled dock workers; and
(b) casual dock workers.
(2) Permanent dock workers shall be on the permanent payroll of dock labour employers.
(3) The pool shall consist of such other number or category of registered dock workers and registered dock labour employees engaged in dock work in any part of Nigeria as may, from time to time, be determined by the Council.
