Section 5: Establishment of the of the Governing Council of each College

(1) There is established for each College, a Governing Council (in this Act referred to as "the Council") charged with the responsibility to govern and direct the affairs of the Colleges.
(2) Without prejudice to the provisions of subsection (1) the Council shall consider and approve the-
(a) plan of activities of the Colleges;
(b) programme of studies, courses and research to be undertaken by the Colleges;
(c) annual estimates of the Colleges; and
(d) investment plans of the Colleges.
(3) The provisions of the Second Schedule to this Act shall have effect with respect to the Council as specified in the Second Schedule.
