Section 23: Power to make rules.

(1) The Council may make rules, not inconsistent with this Act, for the general and efficient conduct of the functions of the Organisation.
(2) No rules under subsection (1) of this section shall be made by the Council without the prior approval of the Minister, and thereafter they shall be published in the Federal Gazette.
