Section 21: Inquiry by magistrate into cause of accident.
(1) Where, in the opinion of the prescribed officer, a fatal accident was not due to any of the causes mentioned in section 20 of this Act, he may direct that the report be referred to the nearest magistrate who shall hold an inquiry into the cause of the accident.
(2) The magistrate shall within 14 days of the termination of the inquiry send a copy of his findings to the Chief Inspector and, if so requested, a copy of the record of the proceedings.
