Section 4: Quorum and Committee's proceeding
(1)
The quorum at a meeting of the Committee shall be one-third of total members including the Chairperson.
(2)
The chairperson shall preside at every meeting of the committee provided that in the absence of the chairperson the members present shall elect one of the members present at that meeting to preside over the meeting.
(3)
unless a unanimous decision is reached, a decision on ail matters before the committee shall be by a majority of the votes of the members present and in the case of equality of votes, the person presiding shall have the deciding vote.
(4)
Subject to subsection (3) of this section, proceedings of the committee shall not be invalidated by reason only of a vacancy among the members.
(5)
The committee shall meet not less than 4 times in every financial year and not more than 3 months shall elapse between the date of one meeting and the date of the next meeting.
(6)
The committee may invite any person to attend its meeting for the purpose of assisting or advising it on any particular matter and such person shall have no right to vote.
(7)
Subject to the provisions of this Act and to any generar or special direction in writing by the Minister, the committee shall regulate its own proceedings.
