Section 23: Lack of quorum.

Where the Court is unable to form a quorum and no arrangement can be made to ensure that a quorum is formed, the Court shall stand adjourned from day-to-day until a quorum is formed for the purpose of hearing the case, or until the court shall be adjourned or closed by order under the hand of the Presiding Judge.
