Section 22: Prohibition on use of name unless licensed.

(1) Without prejudice to the right of a State to establish a health scheme, a person shall not conduct an activity under a name which includes "health scheme", "medical insurance scheme", "health maintenance organisation", "health insurance scheme" or similar name which is calculated or likely to lead people to believe that the person operates a health insurance scheme unless the scheme is registered and licensed and complies with other provisions under this Act.
(2) A person who contravenes subsection (1) commits an offence and is liable on conviction to a fine of at least N2,000,000 or imprisonment for a term of at least five years or both.
