Section 1: Establishment of the National Endowment for the Arts

(1) There is hereby established an endowment to be known as the National Endowment for the Arts (in this Act referred to as "the Endowment").
(2) The Endowment shall have its office within the premises of the National Council for Arts and Culture and shall operate through a Board of Trustees.
