Section 4: Secretariat, Secretary and other staff

(1) There shall be established a Secretariat for the National Committee.
(2) There shall be appointed by the Minister from the public service of the Federation, a Secretary who shall be the chief executive of the National Committee and have such qualifications and experience as are appropriate for the person required to perform the functions of that office by virtue of this Act.
(3) The Department of Survey Federal Ministry of Works shall provide such supporting staff as may be required to assist the Secretary in the execution of the functions of the National Committee under this Act.
(4)
All officers of the National Committee shall be members of the public service of the Federation, within the meaning of the Constitution of the Federal Republic of Nigeria 1999.
