Section 9: Regulations

The National Council of Ministers may make regulations generally for the purposes of this Act and, without prejudice to the generality of the power hereby conferred, regulations may-(a) prescribe the forms to be used for the purposes of this Act;
(b) prescribe or contain such administrative or procedural provisions as appear to the National Council of Ministers expedient in order to facilitate the operation of this Act.
