Section 3: Power to grant permit to survey and oil pipeline licence.

The Minister may, subject to the provisions of this Act grant-(a) permits to survey routes for oil pipelines; and
(b)
licences to construct, maintain and operate oil pipelines.
Provided that each licence shall be issued in respect of and authorise the construction, maintenance and operation of one pipeline only.
