Section 4: Responsibilities of local government

Without prejudice to provisions of sections 2 and 3 of this Act, a local government shall have responsibility for the preparation and implementation of-(a) a town plan;
(b) a rural area plan;
(c) a local plan;
(d) a subject plan; and
(e) the control of development within its area of jurisdiction other than over Federal or State lands.
