Section 73: Weighing and measuring of goods in case of dispute

If any difference arises between the Authority and the master of any ship or the owner of any goods, concerning the weight or quantity of the goods or ship's draught in respect of which any harbour dues or rates are payable, the Authority-(a) shall cause all those goods or ship's draught to be weighed and measured; and
(b) may, if necessary, detain the ship containing those goods or ship's draught, until they have been weighed or measured.
