Section 15: Other employees of the Agency.

(1) The Board shall appoint for the Agency such officers and other employee as it may, from time, deem necessary for the purposes of the Agency.
(2) The terms and conditions of service (including remuneration, allowances, benefits and pensions) of the officers and employees of the Agency shall be as determined by the Board with the approval of the Minister.
(3) Without prejudice to the generality of subsection (1) of this section, the Board may appoint persons as employees of the Agency, including by way of transfer or secondment from any of the public services in the Federation or otherwise however as it considers necessary.
