Section 14: Restriction on issue or grant of rights, licences and leases under the mineral act in relation to coal

For the avoidance of doubt and notwithstanding the provisions of this Act, the Minister may grant any of the rights, licences and leases under the Minerals Act to any person, other than the Corporation, for the prospecting and mining of coal.
