Section 17: Prospecting right, etc., under the Minerals and Mining Act

For the avoidance of doubt and notwithstanding the provisions of this Act, the Minister may grant any of the rights, licences and leases under the Minerals and Mining Act to any person, other than the Agency, for the prospecting and mining of the steel raw materials referred to in this Act.
