Section 19: Power to borrow.

The Institute may, with approval in writing of the Council and subject to other guidelines and policies of the Federal Government, borrow such money needed for the exercise of its functions as the Management Committee may determine under this Act, provided that such borrowing shall be made on terms that do not compromise the independence and competence of the Institute.
