Section 21: Interpretation

In this Act, unless the context otherwise requires-
"Baard" means the Governing Board of the Commission established by section 2 (1) of this Act;
"Centre" means a National Centre for Mass Literacy, Adult and Non-Formal Education established pursuant to section 12 of this Act;
"Commission" means the National Commission for Mass Literacy, Adult and Non-Formal Education established by section 1 of this Act;
"functions" include duties and powers; and
"Minister" means the Minister charged with responsibility for matters relating to education.
