Section 5: General powers of the Council.

The Council shall -
(a)
formulate policies for the attainment of the objectives of the Agency under this Act ;
(b)
consider and approve policies for the implementation of the Great Green Wall Programme ;
(c)
ensure the efficient performance of the functions of the Agency ;
(d)
receive and consider for approval the budget, annual report and audited accounts of the Agency ;
(e)
approve staff regulations, rules and operational guidelines ; and
(f)
carry out such other functions as are incidental to the performance of its functions under this Act.
