Section 211: Minister may dispense with transaction before superintendent

The Minister may from time to time dispense with the transaction before the superintendent, of any matters required by this part of this Act to be so transacted, and up in dispensing with the transaction, those matters, if otherwise transacted, shall be as valid as if they were transacted before the superintendent.
