Section 23: Investigating Panel.

There shall be an Investigating Panel, consisting of three members and two non-members of the Council to be appointed by the Council and charged with duty of—(a) conducting preliminary investigation into allegations that a registered member has misconducted himself in his capacity as a registered member; and
(b) deciding whether the allegations should be referred to the Disciplinary Committee or not.
