Section 26: Proposal and recommendation.

Where in any provision of this Act, it is laid down that proposals are to be submitted or a recommendation is to be made by one authority to another through one or more intermediate authorities, such intermediate authority shall forward proposals or recommendations received by it under that provision to the appropriate authority, but any such intermediate authority may, if it deems fit, forward its own comments.
