Section 23: drivers of motor vehicles to have licences.

(1) A person shall not drive on a highway a motor vehicle of any class or description unless he is the holder of a valid driver's licence.
(2) A person who acts in contravention of subsection (1) of this section shall be guilty of an offence and liable on conviction to a fine of ten thousand naira.
