Section 25: Power to make bye-laws.

1 The Council may make bye-laws relating to any matter within its competence under, this Act other than matters for which a provision is to be made by standing orders under paragraph 7 of the Schedule to this Act.

2 The bye-laws shall be in writing and shall come into effect when sealed with the seal of the Council unless some other date for their commencement is prescribed.

3 Nothing in subsection (2) makes it obligatory for the Council to publish any of the bye-laws in the Federal Government Gazette but the Council shall bring the bye- laws to the notice of all those affected by it.
