Section 15: Regulations.

(1)
The Minister, with the approval of the President, may by regulations make provisions generally for carrying into effect the provisions of this Act and in particular, but without prejudice to the generality of the foregoing, may by regulations amend the provisions of the First and Second Schedules to this Act.

(2) Whenever the Minister is satisfied that it is equitable that any regulation made under this section should have retrospective effect in order to confer a benefit upon or remove a disability attaching to any person, that regulation may be given retrospective effect for that purpose.
