Section 10: Principles to be considered

The Commission in fixing any rate or coming to a decision shall consider-(a) the broad principles relating to costs, the need to eliminate waste and ensure that consumers are not made to absorb avoidable costs; and
(b) the rate of return on capital invested by a Scheduled Utility.
