Section 19: Proper authority may restrict powers of tribunals.

When setting up any tribunal the proper authority may direct that the tribunal shall not exercise all the powers conferred on a tribunal by this Act and such directions shall be in writing and shall specify which powers the tribunal shall not exercise.
