Section 12: Interpretation.

In this Act, unless the context otherwise requires-
"Authorities" means the Authorities established by section 1 of this Act and when used in the singular means any of those Authorities;
"functions" include powers and duties;
"member" means any member of each Authority and includes the Chairman;
"Minister" means the Minister charged with responsibility for matters relating to and water resources.
