Section 5: Functions of the Board.

The functions of the Board are to-(a) formulate the policies of the Council;
(b) consider and approve appointment, promotion and discipline of directors and other staff of the Council; and
(c) perform such other functions as are necessary and to the extent of its powers under this Act.
