Section 4: Control of mail forwarding agencies, etc.

(1) The Minister may make regulations-
(a) for controlling the manner in which any person conducts any organisation for receiving letters, telegrams, packages or other matter for delivery or forwarding to any other person; and
(b) without prejudice to the generality of the foregoing paragraph, providing for the furnishing of information and the keeping of records by persons having or ceasing to have the conduct of such an organisation.
(2) Regulations under this section may contain such incidental and supplementary provisions as the Minister considers expedient for the purposes of the regulations, including in particular provisions imposing penalties (not exceeding imprisonment for a term of three months or a fine of N100 or both) for any failure to comply with the regulations; and the regulations may make different provisions for different circumstances.
(3) Regulations under this section shall not come into force until they are approved by resolution of each House of the National Assembly.
