Section 3: Special duties of the Commission

(1) It shall be the duty of the Commission to arrange suitable transport and accommodation for Nigerians undertaking a pilgrimage (such persons in this Act referred to as"pilgrims") and generally to safeguard the interests of pilgrims at all stages of the pilgrimage.
(2) In the application of subsection (1) of this section, pilgrims, shall be transported by air as far as practicable, and to such end the Commission shall subject to the enactments regulating civil aviation) make suitable arrangements with any airline of its choice.
