Section 28: First consideration for Employment and Training

(1) Subject to section 10(1)(b) of this Act, Nigerians shall be given the first consideration for employment and training in any project executed by any operator or project promoter in the Nigerian oil and gas industry.
(2) The Board shall ensure that the operator or project promoter maintains a reasonable number of personnel from areas it has significant operation.
