Section 13: Appointment of Secretary-General of the Association.

(1) There shall be a Secretary-General of the Association who shall be appointed by the Minister.
(2)
The Secretary-General shall be the chief executive and accounting officer of the Association and shall be responsible for its day-to-day administration.
(3) The Association may appoint such other persons to be employees of the Association as the Association may, from time to time, determine to assist the Secretary-General in the exercise of his functions under this Act.
(4) The remuneration, tenure of office and conditions of service of the Secretary-General and other employees of the Association shall be in accordance with the relevant Federal Civil Service Rules and regulations, applicable generally to staff of the Ministry.
