Section 16: Right to Petition.

Any person aggrieved by any decision of the Minister or by the exercise of any power under this Act shall have the right to forward a petition on such grievance to the President, Commander-in-Chief of the Armed Forces who may, notwithstanding anything to the contrary in this Act, confirm or reverse the decision or take such further measures in relation to the petition as he may think just and reasonable.
