Section 23: Regulations.

(1) The Minister may make regulations for the effective implementation of this Act and may, by such regulations, provide for the functions and responsibilities of the executive secretary.
(2) Regulations made under subsection (1) of this section shall not come into operation until after receiving the approval of the President and published in the Federal Gazette.
