Section 15: Appointment of Directors and other members of staff of the Agency.

(1) The Minister shall on the recommendation of the Director-General appoint well qualified and experienced persons to hold the office of and be in charge of:
(a) Finance and Administration as Director; and
(b) Technical Departments and Centers as Directors.
(2) The Minister shall, on the recommendation of the Director-General, appoint for the Agency other staff as he may consider necessary for the performance of the functions set out in this Act.
