Section 28: Appeal to the Minister.

(1) An insurance institution aggrieved by an assessment or a decision made by the Commission pursuant to section 27 of this Act, may appeal to the Minister within 28 days of its receiving the notification of assessment.
(2) The decision of the Minister on an appeal under subsection (1) of this section shall be final and binding and shall not be the subject of any action or proceeding in any court or tribunal.
