Section 16: Registrable persons.

This Act shall apply to the following persons, who shall be registrable persons in respect of whom entries shall be recorded in the Database, that is-
(a) any person who is a citizen of Nigeria;
(b) any person, whether or not he is a citizen of Nigeria, who is lawfully and permanently resident in Nigeria; and
(c) any non-citizen of Nigeria who is lawfully resident in Nigeria for a period of two years or more.
