Section 4: Appointment of members

(1) Subject to this section, members of the Commission other than the chairman shall be appointed by lhe appropriate authority.
(2) Before appointing a member of the Commission to represent a State, the appropriate authority shall consult the Governor of the State.
(3)
Any person may be appointed a member of the Commission pursuant to section 3 (c) of this Act, so long as he is not a public officer and is in the opinion of the appropriate authority suitable for membership.
