Section 11: Authority of the secretary to the Government of the Federation etc., not impugned

Nothing in this Act shall be construed as restricting the authority and responsibility of the secretary to the Government of the Federation or the Federal Civil Service Commission to exercise their functions in respect of general administrative policy in the public service, and in particular, to issue policy statements or guidelines aimed at the administrative improvement of records management in the public service of the Federation or assessing the effectiveness of any public office in these matters.
