Section 241: Issue of certificates by one Government at request of another

(1)
The Minister may request the Government of a country to which the Safety Convention applies to issue in respect of a Nigerian ship, any Safety Convention Certificate which is authorised to be issued under this part of this Act; and a certificate issued in pursuance of the request and containing a statement that it has been so issued, shall have effect for the purposes of this Act as if it had been issued by the Minister and not by the Government of that country.
(2)
The Minister may, at the request of the Government of a country to which the Safety Convention applies, issue in respect of a ship registered in or belonging to that country, any Safety Convention Certificate, the issue of which in respect of Nigerian ships is authorised under the preceding provisions of this part, if the Minister is satisfied that it is proper for him to do so; and a certificate issued in pursuance of the request, and containing a statement that it has been so issued, shall have effect for the purposes of this Act as if it had been issued by that Government and not by the Minister.
