Section 221: Ships not to proceed to sea without Certificate of Survey

(1)
No ship to which this section applies shall, except where this Act otherwise provides, ply or proceed to sea or on any voyage or excursion unless there is a valid certificate of survey in force in respect of that ship under this part, which certificate is applicable to the voyage or excursion on which the ship is about to proceed.
(2)
This section applies to:
(a)
a Nigerian registered ship;
(b)
any coastal trade and inland waters ship; and
(c)
any other passenger ship, while it is within any port in Nigeria.
(3)
A ship to which this section applies that attempts to ply or go to sea without producing a valid certificate of survey may be detained until the certificate is produced.
