Section 24: Execution of instruments made by the President.
Where a power to make an instrument which is conferred on the President by an enactment is exercisable in accordance with the advice of the president or a Minister of the Government of the Federation, then, without prejudice to the exercise of the power by the President in person, any instrument made in exercise of that power may be executed under the hand of the Secretary to the Federal Government (or the Deputy Secretary to the Council of Ministers).
