Section 13: Establishment of funds for the Institute.

The Institute shall manage its fund in accordance with rules made by the Management Board with the general direction of the Council, and without prejudice to the power to make rules under this section, the rules shall contain provisions specifying-(a) the manner in which the assets or funds of the Institute are to be held.
(b) the keeping of proper accounts and records for the purpose of the fund in such manner as may be safe and effective.
