Section 9: Functions of the Vice-Chancellor.

1 The Vice-Chancellor shall, in relation to the University, take precedence before all other members of the University except the Chancellor, and subject to section 4 of this Act, except the Pro-Chancellor and any other person for the time being acting as Chairman of the Council.

2 Subject to sections 6, 7 and 14 of this Act, the Vice-Chancellor shall have the general function, in addition to any other functions conferred on him by this Act or otherwise of directing the activities of the University and shall be the chief executive and accounting officer of the University and ex-officio Chairman of the Senate.

3 The Vice-Chancellor shall be the Chairman of the University Tenders' Board, which is saddled with the responsibility of approving the conduct of public procurement of goods, works and services within the approved threshold.

4 The Vice-Chancellor shall establish and appoint members of the Tenders' Board in accordance with the extant Public Procurement Rules and Regulations.
