Section 31: Proposal and recommendation.

It is hereby declared that where in any provisions of this Act it is laid down that proposals are to be submitted or a recommendation is to be made by one authority to another through one or more intermediate authorities, and every such intermediate authority shall forward any proposals or recommendations received by it under that provision to the appropriate authority, but any such intermediate authority may, if it thinks fit, forward its own comments thereon.
