Section 17: Regulations.

The institutions shall, with the approval of the Corps Marshal, make regulations-(a) as to the access of members of the public, either generally or a particular class, to premises under the control of the institutions and the orderly conduct of members of the public;
(b) for safeguarding any property belonging to or controlled by the institutions from damage by members of the public; and
(c) for giving full effect to the provisions of the Act.
