Section 3: Establishment of Federal Capital Development Authority

(1) There shall be established an authority to be known as the Federal Capital Development Authority which shall consist of a chairman and eight other members to be appointed by the President.
(2) The Authority shall be a body corporate with perpetual succession and a common seal.
