Section 19: Exemption from such delegation

The powers delegated to the Minister under the provisions of section 1 of this Act shall not include-(a) the exercise within the Federal Capital Territory of any executive or other functions of the Federation, by the President, the Judicial Service Commission or any other Federal Government authority;
(b) any power expressly excepted under any other law, instrument or otherwise howsoever.
