Section 13: Purpose of special education

The purpose of special education shall be-(a) to provide adequate education for all handicapped children and adults in order to enable them to fully play their roles in the development of the nation; and
(b) to provide opportunities for exceptionally gifted children to develop at their own pace in the interest of the nation's economic and technological development.
